Job Title: Principal Procurement Officer

JOB PURPOSE

BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force aircraft and train RSAF personnel safely in a training environment in how to use their aircraft, equipment and weapons.

An exciting opportunity has arisen to join the Saudi Maintenance and Supply Chain Management Company (SMSCMC), a BAE Systems majority owned joint venture Company. The successful individual will be working for a company at the forefront of BAE Systems’ commitment to industrialise the supply chain in the Kingdom of Saudi Arabia.

Working across the SMSCMC Functions and Project Teams will offer a challenging and rewarding opportunity to contribute to the development and growth of SMSCMC in KSA.

Reporting into the Procurement Manager, the Principle Procurement Officer will be responsible for implementing Governance assurance and functional activities whilst dealing with the day to day procurement and supplier management activities supporting project. The role covers the whole spectrum of procurement and supplier management including support to bid activity, intra company trading, the management of supplier agreements, order books and performance against agreed KPI’s; as such the individual will be required to manage and develop both their team and suppliers

JOB ACCOUNTABILITIES

• Deliver Procurement order book to agreed key performance indicators.

• Ensure that all procurement tasks are appropriately managed in accordance with functional governance and guidelines.

• Development and training of team members through the company PDR process and skills matrix, utilising staff development to improve team performance and motivation.

• Deliver supplier management strategies and activities to ensure that supplier performance meets the required levels.

• Delivery of procurement risk mitigation plans and opportunity management.

• Contribute to procurement LCM, including procurement plans and supplier improvement & development activities.

• Support new business opportunities, working with IPT members and suppliers to develop & evaluate proposals and progress bids in accordance with company LCM and bid processes. .

• Lead and manage face to face supplier reviews covering both operational performance, cost reduction, risk management and supply chain improvement initiatives etc.

• Manage all procurement activities in accordance with current export control regulations and procedures in order to ensure compliance.

• Provide assistance and support to the team members as required e.g. support to the development of new business opportunities, delivery of project specific opportunities

• Supporting current migration of data to support new ERP system implementation.

• May be required to support wider Procurement activities. For example supporting Procurement Managers in their activities.

RECRUITMENT SPECIFICATION

• Relevant Degree or equivalent qualification with extensive procurement experience

• Full membership of CIPS or studying towards completion of CIPS.

• Strong communication and negotiation skills when dealing with suppliers.

• Tenacious in dealing with supplier’s performance and related supply chain issues.

• Ability to develop constructive and professional working relationships with both suppliers, and colleagues and all levels within the business

• Ability to work independently, be self-motivated and proactive.

• Strong people management skills and be willing to manage both individual performance and team performance.

• Able to manage multi-cultural teams to support, motivate and develop a strong team identity.

• Excellent standard of written and spoken English language and good level of numeracy.

• Detailed understanding of procurement & supplier management tools and techniques.

• Understands and accurately applies procurement functional governance.

• Understands key elements of supplier agreements, cost reduction strategies and able to negotiate effectively with suppliers.

• A strong understanding of the current export control regulations and compliance requirements for procurement.

• Good knowledge of procurement & supply chain management ERP tools, preferably IFS and SAP.

• Ability to develop and evaluate procurement and supply chain reports from IFS / SAP and Microsoft applications.

• Prepare and issue purchase orders for subcontractors/suppliers in accordance with established procurement policies, issue requests for proposals and verify invoices prior to payment.
