Responsibilities
The MHC shall function within an operational unit, as a Behavioral Health Care Provider. The MHC shall attend and participate in meetings during normal duty hours, professional staff conferences and other appropriate professional activities such as, but not limited to the following: quality improvement meetings, professional staff meetings, commander's staff meetings, and other meetings required by applicable regulations or as directed by the unit Commander of his/her designee.
The MHC is responsible for Implementing policies, conducts screenings, clinical counseling and case management services, and prevention programming. Serves as a point of contact for behavioral health services for active duty Special Operations personnel, retired military members, their families, and others as authorized by DoD policy. Provide a spectrum of behavioral health interventions, including interviewing, behavioral assessment, and evidenced-based therapies in the evaluation, diagnosis, and treatment of psychological and neuropsychological disorders using the following skills: individual, family and group psychotherapy, couples therapy, alcohol and drug treatment evaluations.
The MHC shall consult with medical personnel, legal authorities, military commanders, and school districts as required. The MHC shall maintain accurate and current notes in the paper medical records (if created) and electronic medical records of all patients seen, as appropriate, and produces reports of evaluation and/or treatment. The MHC shall participate in military specific training/activities (e.g., security clearances, use of the DoD or service specific clinical practice guidelines, pre-post deployment screening, PTSD, and combat stress) and others as directed by the unit Commander or his/her designee.
Conduct peer (record) or quality of care reviews as directed by the local government credentialing body and local medical oversight process. This position may include clinical supervision of unlicensed providers or trainees.
Plans, develops and implements programs designed to foster positive healthy relationships within the family structure and unit connectedness. SME on Behavioral health issues relating to rehabilitation and treatment plans with projections for proposed changes to improve programming. Evaluates community resources to determine availability, applicability and best utilization of services for potential implementation. Conducts ongoing review of treatment plans and treatment effectiveness to improve services. Promotes and maintains communication and harmonious working relationships within the unit, POTFF program, and other DoD and outside agencies. Provide grief support to Gold Star Families.
Providers will attend the USARMY Substance Use Disorder Clinical Care (SUDCC) If comprehensive substance use disorder treatment is identified as a requirement by the gaining unit. The gaining unit will forward a MOA identifying the requirement to the COR for concurrence and submission to USARMY IMCOM in order to be placed on the waiting list for training.
Scope
The United States Special Operations Command (USSOCOM) is a Combatant Command of the Department of Defense (DoD) that commands all Special Operations Forces (SOF) and all Theater Special Operations Commands (TSOCs). USSOCOM synchronizes the planning of special operations and provides SOF to support persistent, networked, and distributed Global Combatant Command (GCC) operations, to protect and advance our Nation’s interests. To execute this mission, the USSOCOM Commander has established priorities, two of which are “Preserve and Grow Readiness” and “Strengthen Our Force and Families.” Therefore, the USSOCOM POTFF program, directly under the USSOCOM Commander, was established “to build and implement a holistic approach to address the pressure on our force. The POTFF will identify and implement innovative, valuable solutions across the SOF enterprise aimed at improving the short- and long-term well-being of our SOF warriors and their families.”
POTFF’s mission is accomplished by increasing the physical, psychological, cognitive, social, and spiritual capacity of SOF over their careers, decreasing the rate of physical and emotional injuries from all causes, and significantly accelerating return to duty times. POTFF bases its programs and initiatives on five domains: Cognitive, Physical, Psychological, Spiritual, and Social & Family.
The Physical domain is designed to meet the unique physical and nutritional needs of the SOF operator. This is accomplished through holistic pre-habilitative and rapid recovery physical training programs, developed and led by certified professionals that involve focused strength and conditioning, performance nutrition, and Sports Medicine. These professionals have academic backgrounds in areas such as exercise science, dietetics, physical therapy, and athletic training. This allows for the optimization of a SOF Operator’s increased output during sustained periods of physical exertion and mental stress in austere operation environments.
The Psychological domain is improving the mental and behavioral performance of the force.
Important aspects of this include helping service members cope with stress and improving the resiliency of SOF and their families. The Psychological domain relies on dedicated embedded and trusted professionals that are attuned to the needs of the SOF community.
The Cognitive Domain is designed to enhance, monitor, advance, and protect the cognitive health and performance of SOF to meet operational demands now and in the future. The Cognitive Domain emphasizes interventions aimed at optimizing cognitive performance beyond an individual’s current capability and continually enhancing cognitive functioning throughout the SOF career. Embedded cognitive professionals focused on cognitive optimization efforts assess, train, and track SOF cognitive achievements using appropriate measures.
The Social/Family domain incorporates family resilience programs designed to enhance Service- specific programs. Families must continuously remain focused on maintaining a close-knit, consistent link to their support networks. These networks and support elements must be ready to deploy and support at non-standard, unconventional times due to the unpredictable deployment and training cycles. These programs are adapted for the uniqueness of the SOF family.
