Location : On-site, The Dalles (May require work in Wasco, Hood River, and Sherman Counties)
Hours/ FTE : M-F, 8.30 am – 5 pm, 1.0 FTE (37.5 hours)

Description: The Billing Supervisor assumes responsibility for managing the billing section of the Finance department in accordance with MCCFL policies to ensure maximization of cash flow. The Billing Supervisor coordinates all revenue cycle activities, providing technical support to billing team members. This position ensures that Agency clinical staff are properly enrolled as providers through Medicaid and insurance plans. The Billing Supervisor is responsible for report creation, auditing, and supervisory duties. This position requires strong leadership, and business office skills, including critical thinking and the ability to provide training and produce policies and procedures.
Mid-Columbia Center for Living (MCCFL) is a Certified Community Behavioral Health Clinic (CCBHC) that specializes in providing services that are both trauma-informed and recovery-oriented to persons/consumers with mental illness and addictions. Trauma-informed care includes safety, choice, collaboration, trustworthiness, and empowerment for both clients and staff. MCCFL serves Hood River, Wasco, and Sherman Counties and utilizes a consumer-involved, consumer-engaged, and consumer-driven model. MCCFL provides a whole-person care approach to adults and children to address both physical and mental health needs. MCCFL offers a variety of programs including a mobile crisis unit, intensive case management, ongoing counseling, community support, supported employment, jail diversion, hospital discharges, hearings, and more.
Qualifications: What skills and education you need: Any combination of education and experience that demonstrates the ability to perform the position’s essential responsibilities is qualifying. This includes:
- Bachelor's degree in Accounting or related field and three (03) years of healthcare billing experience OR
- Associate degree in Accounting or related field and five (05) years of healthcare billing experience.
- Two (02) years of supervisory experience required.
- Must possess a valid Oregon or Washington Driver’s license or possess an alternative reliable mode of transportation.
- Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 407-007-0200 – 407-007-0370.
- Bilingual fluency in Spanish/English is preferred
What you’ll do : (The following list represents the essential responsibilities (functions) of the position. It does not, however, represent all of the duties the position may be asked to perform):
• Oversee the operations of billing within the Finance department encompassing medical coding, Electronic Health Record (EHR) charge table maintenance, charge entry, claims submissions, payment posting, accounts receivable follow-up, collections, and reimbursement management.
• Provide specialized professional accounting/billing services to coordinate all revenue cycle activities to bill, report, and reconcile data relating to the CCBHC, grant and funding-related projects, and all customer accounts receivable.
• Provide direct supervision to billing staff. Train and coach staff; allocate work; manage staff schedule; resolve issues that arise in the course of the work. Interview and recommend applicants for hire. Manage staff performance including performance evaluation, skill development, and corrective action. Provide individual supervision to each assigned staff; facilitate billing team meetings.
• Manage Explanation of Benefits (EOBs) in collaboration with department staff to ensure that billing modalities correctly recognize the services provided and documented in the health record.
• Monitor revenue cycle activities and resolve issues as they arise. Audit current procedures to monitor and improve the efficiency of billing and collections operations; serve as the department subject expert for coding and billing processes.
• Develop and maintain department policies, procedures, protocols, and guidelines in accordance with current coding and billing regulations as well as current insurance requirements and Oregon Administrative Rule (OAR) changes. Ensure that such are communicated to staff and effectively implemented.
• Enroll clinical staff as Medicaid providers in Oregon Health Authority (OHA) and Pacific Source Community Solutions. Credential licensed clinicians in Medicare, Blue Cross Blue Shield (BCBS), and Moda Health.
• Prepare and analyze accounts receivable reports, monthly and ah-hoc financial reports, and insurance contracts in collaboration with the Finance Director.
• Ensure that the activities of the billing operations are conducted in a manner consistent with overall department protocol, and in compliance with Federal, State, and payer regulations, guidelines, and requirements.
• Perform research, forecasting, planning, analysis and reporting activities in a support role within the department; provide general assistance to the Finance Director in preparing for audits and performing other fiscal functions.
• Communicate and work with Professional and Support Staff regarding quality assurance, report development, and outcome monitoring.
• Travel between MCCFL locations and to attend required meetings and/or trainings.
• Regular and reliable attendance; professional communication; maintain confidentiality.
